Why the tax math changes the answer

Pennsylvania millage is not comparable across county lines because each county uses a different assessment base year. NookLocal converts millage through the Common Level Ratio so districts can be compared as a percent of purchase price.

Methodology

Academic Index uses official Pennsylvania Department of Education district-level PSSA, Keystone, and graduation data. Tax burden uses current county, municipal, and school millage converted through the county Common Level Ratio. The ranking measures outcomes and tax burden; it is not a demographic adjustment, school-effectiveness claim, tax advice, or a verdict on any individual school.
